When should I conduct a preliminary assessment study?
The need for its execution arises through the demand and summons of the environmental agency, for activities and/or regions with a high potential and index of environmental contamination, areas with changes in use and occupation, areas in the process of deactivation, and old industrial areas. Thus, the conclusive report of the environmental study is presented to the environmental agency in digital form, meeting the technical requirements of the summons and current legislation.
Conducting the preliminary environmental study is advised in processes of buying and selling land, allowing both parties to be aware of the environmental conditions of the land. The execution of the preliminary assessment can also be required in bank financing processes, where the demand to present the study is made by the bank.
Stages and Execution of the Preliminary Assessment
The Preliminary Environmental Assessment Study is carried out in conjunction with the managers and collaborators of the enterprise for a detailed survey of activities already executed and in operation. Therefore, this study includes the collection of documents, records, field visits, and aerial-temporal photographs that prove the changes occurred on the land and activities that have been or are being executed in the area and that could cause environmental contamination.
Board Decision 038 of 2017, with a more detailed and demanding scope to be followed for the preparation of the preliminary assessment, contributes to the execution of the subsequent stages of contaminated area management with concrete information for technical grounding and planning of the next actions with more assertiveness and effectiveness for the rehabilitation of the contaminated area.
This thorough survey allows the site to be classified as a Suspected Contamination Area (AS). If confirmed, it will be an important basis for defining the scope of the Confirmatory Investigation Study, the second stage of Contaminated Area Management.
